The first edition of this book was published in 1992. Nine years later it had become CLEAR that a second edition was required because of the rapidly changing nature of telecommunication. In 1992, the Internet was in existence but it was not the household word that it is in the year 2001. Cellular telephones were also in use but they had not yet achieved the popularity that they enjoy today. In the current edition, Chapter 1 has been revised to include a section on the Internet. Chapter 10 is new and it covers the facsimile machine; I had overlooked this important tele- communication device in the first edition. Chapter 11 is also new and it describes the pager, the cordless telephone and the cellular telephone system. These are examples of a growing trend in telecommunications to go ‘‘wireless’’.

As we enter the next millennium, there are CLEAR technological patterns. First, the electronic industry continues to scale microelectronic structures to achieve faster devices, new devices, or more per unit area. Secondly, electrostatic charge, electrostatic discharge (ESD), electrical overstress (EOS) and electromagnetic emissions (EMI) continue to be a threat to these scaled structures. This dichotomy presents a dilemma for the scaling of semiconductor technologies and a future threat to new technologies. Technological advancements, material changes, design techniques, and simulation can fend off this growing concern – but to maintain this ever-threatening challenge, one must continue to establish research and education in this issue.

Despite the development of a now vast body of knowledge known as modern control theory, and despite some spectacular applications of this theory to practical situations, it is quite CLEAR that much of the theory has yet to find application, and many practical control problems have yet to find a theory which will successfully deal with them. No book of course can remedy the situation at this time. But the aim of this book is to construct one of many bridges that are still required for the student and practicing control engineer between the familiar classical control results and those of modern control theory.
